São José dos Pinhais Digital Shield

The municipality of São José dos Pinhais, in the state of Paraná, became a national reference in smart public safety with the implementation of the Digital Shield — a project developed in partnership with DCA, Dahua, CPN, and CCONET. The initiative integrates technology, artificial intelligence, and real-time monitoring to protect citizens, businesses, and public spaces. 

Located in a strategic region that hosts Paraná’s main airport and is crossed by three federal highways, the city faced significant mobility and security challenges. The project was designed to deliver fast response times, proactive prevention, and operational support to public safety forces. 

The deployed solution includes more than 400 Dahua intelligent cameras installed at strategic locations throughout the city, all integrated into a modern Operational Control Center (OCC) equipped with high-capacity Dahua LED video walls. 

Key technologies implemented include: 

• Facial recognition, used to identify individuals with arrest warrants or judicial restrictions 

• Automatic License Plate Recognition (LPR), essential in combating vehicle theft and robbery 

• Smart urban monitoring, capable of detecting illegal waste disposal, animal abandonment, and other urban incidents 

The system operates 24/7, providing real-time data and enabling integrated and efficient management of municipal security. 

The results clearly demonstrate the project’s impact: 

• 22% reduction in theft and 39% reduction in vehicle robbery 

• Recovery of more than 65% of stolen vehicles 

• Remote monitoring of municipal schools, enhancing safety for students, families, and education professionals
